Senate Bill 969 (Vargas) would mandate any entrepreneur considering opening a pet grooming business (or who own one already), to pass a state test, and require groomers to pay up to $350 to be licensed by the VMB. The legislation would also regulate everything from lighting in facilities to how they maintain records, to caging sibling pets separately, to no cage drying being allowed. Not to mention required vaccinations, some of which have been proven in-effective and harmful to our pets. ***And as they grow their businesses, they can hire more employees and support their communities as well. And that is a win win situation for everyone.*** Since licensing fees and stricter regulations will price some good groomers out of the market, licensing would reduce employment
