E-cigarettes are a way to market nicotine to a younger market, as well as a way to bypass legislation on second hand smoke.

"Because they contain no tobacco, e-cigarettes aren't subject to U.S. tobacco laws, which means they can be purchased without proof of age, especially online." -Discovery Health. Further more, they are offered in flavors which appeal to children.

Legislation has a blind spot in regard to e-cigarettes in regards to second hand smoke, however they do produce secondhand vapor. This vapor has not been tested adequately to prove it's safety. People have complained of nausea, breathing issues, and irritation to the eyes, nose and throat.
