We urge a petition to SCOTUS for a ruling that if a public debt cannot be questioned under the 14th Amendment, then it must be paid and, pursuant to SCOTUS’ ruling in Perry v United States such payment must be timely. We also believe that Perry (1) prohibits Congress from refusing to raise the debt ceiling if by doing so it prevents the United States from honoring its obligations and places it in a position of default, (2) requires Congress to pass a budget that funds bills that were passed into law since creation of a law also creates an obligation to provide funding to enable the law to take effect, and (3) requires Congress to act in the best interest of and “on behalf of the people in the manner and with the effect the Constitution ordains".
