Institute a publicly accountable court that monitors FISA rulings and warrants to spy on Americans.
Stop prosecuting whistleblowers.
Require that FISA court judges hear evidence and that a "defense" attorney argue against FISA warrants, in the interest of a fair and adversarial legal system.
