Stop State of Texas from forcing offenders to pay for classes and polygraphs with Disability Checks

My petition is in regard to the State of Texas forcing offenders to pay for sex-offender classes (that don't provide the services required). Tax-payers foot the bill for sex-offender classes, polygraphs, and evaluations. License therapist are not monitored and act without regard for treatment, but are more involved in gaining tax-payers and offenders monies.I've made complaints to many officials thru out the State of Texas. However, my complaints have been met with disdain and retaliation. I believe that my complaints are cover under the Federal Whistle Blower Act
