stop states from denying unemployment benefits to teachers who are not paid/gainfully employed during summer months

In Pennsylvania, educators cannot receive unemployment benefits because of "reasonable assurance" that they will return to work. It is extremely difficult or next to impossible to save enough money each year (for some teachers) on a meager salary. Educators pay into unemployment just as much as contractors and other tax paying members do, yet are denied benefits when they need it. Contractors are paid unemployment during their off seasons, yet I don't believe they work as much unpaid overtime or take as much work home as teachers do. It is unacceptable that teachers are not able to receive unemployment if they are not able to find comparable or gainful employment for two months out of an otherwise productive year, unless they work in a district that compensates them over the summer.
