Congress should have to deal with the same issue that We The People do. As such they should not get subsidies for Health coverage. The cost of coverage is a much smaller percentage of their income than that of the average middle class worker who will not be eligible for any subsidies. Subsidies should only exist for those who truly can not afford the out of pocket costs for premiums.
