Stop subsidizing rich homeowners with the National Flood Insurance Program

Require FEMA to consider past flood damage claims and local government concerns when drawing flood maps or when considering property exceptions. Limit rate increases to 5% a year but do NOT stop the rate increases. Require better notification to the public when exceptions to flood maps on being considered, along with the reason, using news releases to regional news outlets and provide more details to the location of the property and kind of exception being considered. Make flood maps publicly available online with specific locations of property exceptions and reasons for the exceptions that is easy to navigate by the general public.
