States are putting people in the poor house and causing undue stresses on families for suspensions of license which can ultimately land citizens in jail for driving under suspension thus increasing fines and cost already owed to the courts. This is nothing more than a perpetual vicious debt cycle that ultimately keeps people in jail which they have to pay for as well.
Force courts to do mandatory indigentcy hearings to qualify those who are unable to pay fines and cost to use alternate means to satisfy court debt. Also require the same hearing in addition to a finding of willfullness and intent before jailing someone and or suspending licenses or other penalities that may impede on ones liberties/rights.
