stop targeting military and "government employees" pay every time a debt crisis happens.

I, as an Enlisted soldier, am thouroughly disgusted that every time a debt crisis comes along, our pay is in jeopardy of being frozen or receiving a "No pay due". How is it that Congress can get a pay raise just before a financial crisis only to stop paying those who fight for the freedoms of the American people? If pay is to to be frozen, why not those who are already making in the 100,000$ and up range in The Senate, HOR, and perhaps that 400,000$ range instead of those who are already scraping by on a meager 30-50,000$/yr?
