This Petition is to enforce and/or implement a Law in the United States of America that EVERY single time Law Enforcement Officals witnesses a Motorist/Cyclist/Driver of ANY kind operating a motor vehicle or other vehicle that exceeds speeds of 30 M.P.H., the officer will have the authority to conduct a traffic stop on that vehicle, and cite the driver for Distracted Driving/Impeding The Flow of Traffic, or whatever fits within the laws of that State. The citation should also be variable that makes the amount rise or fall by the discretion of the State's Law Enforcement Agency. How Many more innocent people have to die due to this dangerous activity?
