Stop towing company scams!!!!

I live in a Minneapolis suburb, one of many cities well known for having towing companies which scam legally parked motorists' costing them 100s and 1000s in impound fees. I believe it should be mandatory that towing companies must provide indisputable photo evidence that a vehicle is illegally parked, and share it with the vehicle owner upon demand. They also should not be allowed to tow a vehicle unless requested by law enforcement (on government property), or by property owners or managers (on private property), and a copy of that order must be well documented also. If photo evidence can't be provided upon demand, then the vehicle should be released to the rightful owner, at no expense.
