Stop trade of children impose sanctions & criminal penalties for violation of Interstate Compact on Placement children

ICPC, is meant to ensure that child welfare authorities oversee custody transfers, review potential parents, account for what happens to children sent from one state to another. There are few or no sanctions or criminal penalties in a majority of the states. We need to put the safety of the children above all and regulate the process of re-homing children. Currently of few background checks on the potential parents are conducted. Some children have ended up in the hands of pedophiles, abused and neglected.
