This is a taxation of currently held money; therefore, it is a direct tax subject to the restrictions of Article I Sec. 2 of the Constitution; and therefore, must be apportioned to the States according to population and not according to money saved. The 16th Amendment only applies to income; therefore, it does not allow the taxation of accumulated savings.
