Stop unfair annual percentage fees on back child support cases if up to date on payments.

Yearly accumulated payments towards a child support case should not be below yearly "annual percentage" fee, therfore increasing the total debt at end of year instead of paying it down. If the payments are current and up to date on both current and prior child support obligations. The annual percentage fee should be waived. Otherwise if payments are not being met, then it is reasonable to charge a fee, above the small monthly processing fee that is currently required.
