To stop the unfair payroll tax that cities have created and retiree and unemployed ppl don't pay

Cities across this United States has created a payroll tax. This tax requires you to pay a percentage of your wages to local government. People that don't work doesn't have to pay it. People that are retired doesn't pay it. People that lives outside the city they work in have to pay, without getting any benefits from it. If one person have to pay it then all should have to.
