To stop Cable and Satellite providers from charging consumers a month in advance. These companies charge for services they haven't yet rendered, and to add insult to injury, they add late charges and penalties. This causes many families in these tough economic times unnecessary hardships, with a $150 cable bill ballooning to close to $400 before the current month has even ended. The companies then add late fees and penalties, for services they haven't provided. This is completely unfair. Their only excuse for this practice is, "Every company does it."
