We know the federal incentives are the reason for the unfairness. Custody should be 50-50% and each parent supports the children during their time with the children. With 50-50% custody there should be no reason for anyone to pay child support. A child has the right to BOTH PARENTS. And no judge, court or anyone else has the right to say that one parent is better then the other.
