This "tax" on all phone users monthly bill is being abused by giving free phones to anyone "claiming" bo be in poverty. These cell phones come with free airtime, no fees,no activation fee and anyone including drug dealers, prostitutes, etc. can obtain multiple phones to do their business. One person is said to have 30 phones, all turned on.
There are phone conglomerts that send anyone out on the street to sign up as many as possible, paying the $5.00 per sign up. What an abuse of the "Universal Service Fee"(tax).
