Stop the University of California's Ban on Smoking

The University of California has recently banned tobacco products on all UC campuses. They have implemented a large fine for anyone caught smoking any tobacco product on campus grounds. The University of California has also removed all ashtrays from the campuses, so the smokers waste ends up on the ground. This new policy has forced smokers that live on these campuses to either retreat to hidden locations or smoke illegally out in the open in order to satisfy their nicotine cravings. This unequal treatment of smokers is in violation of the Equal Protection Clause of the 14th Amendment and needs to be addressed.
I am urging the Executive branch to reform this policy and force the University of California to create smoking areas for those dealing with an inescapable addiction to nicotine.
