Stop the unnecessary destruction of Controlled Substance Medications in Longterm Care Facility

Unused Narcotic medication / controlled substance medications are being destroyed and disposed as waste.
Often times the package are still intact and needed to be destroyed in the facility. Per FDA, the controlled substance are 'NON-RETURNABLE".
Time will come that there won't be enough resources to manufacture this kind of medication because of too much wasting.
FDA should change this guidelines and allow Long Term Care and other facility to be able to return them to Pharmacy for credit. This can save billions of dollars for our country. Imagine how many Nursing Home, Home Health, Hospice and Hospitals throught United States that destroy and dispose controlled medication. Allowing Facility to return the controlled medication to Pharmacy will save billions of dollars for our country.
