Stop the use of Seclusion "Time Out" Rooms as a punnishment for nonviolent students in public schools

A seclusion room is a 6x6 room with 1 small window in the door, similer to a prison cell.
A second grader in a public school is sent into a seclusion room for for 25 minutes because he was making animal noises. He is 8 years old, He is my son. When asking the school not to place him in the room the teacher said " he will go in the time out room when i feel he needs to". The same teacher also stated that the child is not dangerous or concidered a threat.
