The income limits currently used for assistance use the GROSS income, which is about 30% more than the NET, which is what is taken home. Using gross income as the basis is faulty, and limits many low-income families from receiving much-needed help. Using net income is a truer base, and will help the families that fall in the gap between "poverty" and "middle-class" that are still living paycheck to paycheck, with no extra to save for emergencies or to pull out of the hole enough to thrive in this land of "endless possibilities"
