The UN Convention on Certain Conventional Weapons prohibits using incendiary weapons against civilians or in civilian-populated areas. However, its definition of what is and isn't an incendiary weapon appears to be insufficient; the protocol needs to be revised.

Withdrawing from conflict is not enough. The U.S. should also encourage peace and use less brutal tactics. One way of doing this is for our military to stop using weapons that can cruely burn people to death.
