Any time Washington decides that there is an area of social engineering that they want to try out, they shove it down the throats of the U S Military. An example would be Leon Panetta's idea of pulling Rush Limbaugh off Armed Forces Radio because he doesn't like what Rush says. Never mind that Rush as the most popular talk radio show in the country. Never mind that service members are actually grown up adults, capable of making their own decisions. Stop treating people who stand between this country and a dangerous world as if they were 12 year olds.
