Stop the VA Administration from denying Veterans Benefits when the VA has lost or misplaced that Veterans records.

I am a Veteran of ten years service to my country, who has been trying for a number of years to get my VA Disability Benefits, but due to the VA Administration losing or misplacing my Medical Records it has been quite Impossible to get an approval, even though it is their fault for losing my records. I am petitioning President Obama and his Administration to fix it where the Vetran is not Penalized for someone elses negligence. I feel that the VA Administration should process that Veteran Benefits the same as if they would not have lost or misplaced his records with due diligence, and the Veteran should not have to be the one to bare the burden of proof for the disabilities they are claiming. The VA is appointed the sole keeper of those records and they should be available at all times.
