To stop people from texting or dialing while driving. Require phone manufacturers to use the GPS in the phone and block the keyboard function if the phone is moving 5 mph or more. This would make it impossible to text or try to dial a number while driving. This would not interfere with phones linked to hands free utilities in the vehicle, just keep people from using the keyboard.
