1. Ban the public sale and manufacture of traditional bullets, but provide an alternate, specifically "Public lock ammo" This ammo would be designed to only fire in the absence of a Public lock signal, Which would be generated in and around schools, churches, shopping malls, sporting arenas, airports and airplanes. By incorporating technology into the bullets available to the public, This does not violate the second amendment, and only inhibits the use of guns in places they are already illegal. In addition provide a portion of the taxes collected on the sale to go directly to providing through background checks, increased mental health services to gun owners, and research to create smarter and safer guns.
