Imagine a government run clinic where drug addicts can walk in, register, receive their drug for free with the requirement that they stay at the clinic until they sober up. As horrible as it might be for the government to support a drug habit, the benefit for society is that these drug addicts will stop committing crimes to support their drug habit and their drug dealers will lose their business. The government does not have to develop the drugs but can instead continue to confiscate the drugs from the cartels and gangs.
