Stop giving away any and all free money (i.e. Food stamps, welfare, medicare, etc), thereby forcing the unemployed to seek employment. This will lower taxes and crime tremendously. There will be a minority that will not be able to find employment, and thereby suffer, but this is no reason to continue to make the majority suffer.
