Stop welfare checks (money) and replace with vouchers to pay direct to utilities, child care, or other covered benefits.

Welfare 'Checks' or Debit Cards should be changed to a voucher system for those receiving benefits. The vouchers would go directly to the covered benefits. For example, instead of recipients receiving money to spend how they want, the voucher benefits would go directly to what the benefits are supposed to pay for such as utilities, child care, etc. This would reduce the money being spent on things that weren't necessities like, cell phones, flat screen TVs, gaming consoles, alcohol, drugs.

The welfare recipient would still have necessities paid for but in order for those people to get "luxury" items, they would have to get a job to buy those things.

Exceptions could be for those who are elderly or disabled. Those of working age and able body would be affected.
