Stop the "XL PIPELINE" and make EXXON pay full costs of the tar sand spill cleanup in Arkansas.

The "XL Pipeline" shall not be permitted to be built across any portion of the United States, and Congress shall pass legislation requiring oil companies to bear the full costs of tar sand spill cleanup, no matter what other substances may be mixed in with the tar sands material. This should include making EXXON bear the full costs of the approximately 500 thousand gallons of tar sands oil and other substances which were "spilled" in Arkansas on or about April, 2013.
