Stopping Graffiti in L.A County

Dear President Obama
I would like you to stop graffiti in L.A because it is a problem in our community. There are taggers spray painting walls, stop signs, and bill boards. The person who owns that property will have to pay hundreds or thousands of dollars to take the paint off depending on the size, shape, and what paint they use.
It not fair that our community has to waste money just to take down one word but we just should give them a fine and have them do community service or send them to a special program like SPARC. It is a non profit community arts center in Venice, California and a program where an artist can express themselves by painting on a wall. We need more programs like this!
Let's stop graffiti and turn it into something positive for the our community.
