As a recall, Hurricane Matthew hit Haiti causing catastrophic damage throughout the country where over 1000 Haitians are reported dead and more than half millions in need of help. Four departments (counties) of the country saw 80% of their buildings levelled during the hurricane where over 30,000 homes have been destroyed and crops devastated.
It is generally agreed that when the storm made landfall earlier this week, Haiti had still not fully recovered from the 2010 earthquake, which was responsible for the deaths of over 400,000 people and incredible structural damage.
Therefore it seems apropriate to grant a TPS designation for the nationals of this country affected by the storm and that should be made without delay and uses as its Continuous Residence date, October 4th, 2016.
