Take a look at the DoD Issuances (directives, instructions, publications, manuals, etc.) at this government site http://www.dtic.mil/whs/directives/index.html. It is a veritable spider web of spaghetti noodles, very difficult and time consuming to make sense of. Please sign this petition to request the President and Secretary of Defense to review, edit, and significantly improve all DoD Issuances to make them more usable and effective.
