Let's make no mistake about it and let's get real about USPS. For decades, the US Postal service has not caught up with the times and carelessly went above a sustainable budget by use of extensive labor pensions, excessive and expensive nonprofitable offices. It took them years to finally implement a FOREVER stamp. Now, there's even consideration of yet a new stamp increase by a record 15 cents jump!! Imagine the waste involved with decades of penny stamps over the years. That should alone tell you that they simply are not here to function as useful entity, but rather a sole dominant service that will provide specific and limited special self interest in job security and profit. All along the while producing massive waste by use of junk mail. Bring control of junk mail to you!
