The vast amount of paperwork/red-tape that is required to serve at risk youth, unemployed, underemployed and dislocated workers with Workforce Investment Act (WIA) funds creates a mind bending mess of confusion and inefficiencies at the service provider level. Surely a vast majority (50%-80%) of WIA's annual $3.6 billion dollar budget is wasted on managing its' own bureaucracy. The amount of paperwork required just to apply for these funds is more than what is required for a home loan; which is ridiculous considering that the target population for these funds are often homeless, high school dropouts, with dependency issues, legal records and a 3rd grade reading level...and that is just to apply for the funds...every supportive service after requires another mile of red tape to be cut.
