Its simple, The tests and requirements for a gun have failed. There are shootings in schools, movie theaters, libraries, streets, court houses(Tyler court house shooting), neighborhoods, houses, play grounds, parks. Just about every single place you can think of, a shooting has taken place. And in every single one of those places (exception being the court house which is the worst failure of all),don't have metal detectors or protocols. Its your right to carry a gun, but its also the future criminals right, if he has yet to commit the crime then hes not a "criminal" and can plan and buy as many as he wants. And our innate weakness of public safety (metal detectors, pat downs) makes it worse. Strengthen gun control, sign petitions, a world without guns is within reach, you must want it tho.
