To help prevent pet overpopulation and animal cruelty, will the President strengthen laws regarding spaying and neutering and breeding of pets. I believe a good method would be to require breeders to obtain a license, which would be obtained by passing a home check, having each breeding animal vetted and given a clean bill of health by a licensed veterinarian, and paying a fee. This would help weed out inhumane puppy mills and backyard breeders. The license would have to be renewed annually and the process would be repeated so as to make sure everything is still in good shape. People should also be REQUIRED to spay/neuter their pets unless they have a breeding license to prevent "accidents." This would prevent overpopulation and give animals in shelters a greater chance at finding homes.
