Change the Securities and Exchange Act so that anyone working in or profiting from the Securities and Exchange industry who creates speculation or spreads a rumor that significantly raises or lowers the stock price and profits from it, while the speculation or rumor they spread turns out to be false would now be considered "purposeful spreading of false information in connection with the purchase or sale of securities".

Punishments and outcome
- Persons or company will have to give up all money profited from activity, Plus a fine. (That money should be put in to federal public education programs only).
-Second offense includes first bullet. Plus loss of any license (if applicable) and jail time.
