A Solar Opportunity & Local Access Rights Act (SOLAR) would establish the right of every American to operate a solar energy system on their property. The Solar Act would prohibit homeowner associations from preventing the installation of solar electric or solar heating & cooling technologies on a homeowner's property. Furthermore, it would restrict excessive local solar permitting fees, and establish a national net metering and interconnection standards, and solar access rights.
