There are far too many instances where a severe animal abuse gets a slap on the wrist and told not to do it again. Within a matter of weeks or months, they are in the same predicament. MAKE THE PUNISHMENT STRICTER. Give them more jail time, higher fines, community service.... Something!!! Research has shown that those who abuse animals are much more likely to show violence towards humans. There IS a connection.
