Stricter regulations on citizen's reason based on prior knowledge to complete a ballot

Many people vote on the president or other important government bodies based on their race, gender, or religious beliefs. A new policy should be put into action that cracks down on unjustified reason for a vote. Background checks or questionnaires may be resourceful in determining whether or not a voter has researched the terms and opinions from candidates so they are not being biased, sexist or racist. Is it not reasonable to not allow someone vote because their opinions snuff out those who have put effort into choosing their future leaders?
