Most states require all pet parents to have a license for their dog, but they do not enforce the issue. (What about cat owners?) I believe that this should be enforced because it will make it harder for people who, in all reality, cannot afford to take care of an animal. You could make a strict late penalty of $75 on renewing their pet's license, increasing by $5 each month it continues to be late.
The money made from the licenses and fines could fund the officers patrolling for animal neglect or fund the animal shelters-since many of them are crowded and they need help in caring for orphaned animals. More and more pets go unwanted every day-even ones purchased from breeders. We need to do something to help solve this issue!
