The current problems are long-term unemployment and that people become unemployable over time. One solution is to recount -- anyone receiving "unemployment benefits" is under-employed. Anyone choosing to remain unemployed -- those who game the system -- should not receive benefits. They have chosen unfunded retirement.
To mitigate the unemployable issue, after 3 months the recipients will be required to show up for "work", clock-in at 8am and out at 5pm. They will attend both required and elective training classes, work fairs, and employment interviews. They are NOT unemployed. Their job is to seek employment and continue improving their skills. When they continue to improve themselves, they will be the one hired.
