If a citizen or permanent residents have not Payed taxes accumulative 10 years,but if the person over 40 years of age,can contribute endowment insurance,equivalent the grade point average as pay taxes.
Need to further reduce the welfare for Minor peoples(under 18 years of age).
Young peoples (under 40 years of age) can't be got any welfare,except necessary Medical Insurance and Accidents Insurance and give birth Insurance.
