strongly encourage employers to give their employees a regular 40 hour work week,regardless of the Obama health care law

My petition topic is to strongly encourage employers to give their employees a regular 40 hour work week, regardless of the Obama health care coverage law. An employer that gives his employees 40 or more hours a week is obligated to provide them with health care coverage. if a person works less that a regular 40 hour work week then they would qualify for the Obama health care.
