Old permanent residents can be reduced the standard of how to join nationality in most of developed countries:
1 A permanent residents over 55 years old (Or maybe over ? years old.)
2 Have over 10 years paid tax grade point in the country
3 Have permanent resident status (include temporary resident status in previous) enough 4 years, and has lived in the country accumulative enough 3 years

If an old permanent resident will conform 3 items of above provision, can be permited to take an exam of join nationality. And the test for old permanent resident, among the language test will not be hard.
If a permanent resident over 70 years old, will not be ordered whether the person have over 10 years paid tax grade point in the country or not.
