Student debt and credit transfer reform

To forgive anyone owing money to the federal or state government's for student loans and/or fines given by the government by $20000 for every 5 consecutive years the individual makes less than $50000 a year. Also to force all colleges to make all prerequisites transferable between any state or federally recognised college. In conclusion make any college that lies in or to a prospective student about the school, schools abilities, or school statistics punishable by law.
