Student Loan forgiveness due to economic hardship

There are many students who have obtained higher education degrees (Bachelors and/or Masters) in hopes of obtaining employment which would help pay off their loans and enable to live more of a financially and prosperous future.
However, as a result of the economy, in certain fields such as Criminal Justice, state jobs have been cut. There are many students who are now forced to work in a different field for less money, with a degree and nothing to show for it. These students need help in some type of loan forgiveness not as a result of them not trying, but as a result of the economy and budget cuts.
